Naira rallies strongly amid CBN intervention, global
economic challenges ' The Nigerian currency, the
Naira, on Friday, regained its strength and
appreciated to N208 to the Dollar in the parallel
market, compared with N212 it traded for on
Thursday. The British Pound Sterling and the Euro
also traded at N330 and N230, respectively, at the
parallel market on Friday. The News Agency of
Nigeria (NAN) reports that the official interbank
exchange rate, however, remained at N197 to the
Dollar. Mr Olufukeje Adegbeye, a Wealth Manager,
attributed the fluctuation of the Naira to the global
devaluation of the dollar and recent monetary
policies of the Central Bank of Nigeria (CBN).
Adegbeye told NAN in Lagos that the intervention of
the CBN had stifled the forces of demand and supply
in the nation's currency market. Adegbeye, who is
also a currency trader, said that the interventions of
the apex bank would have been gradual, to stem its
impact on businesses. "The businessman on the
street should be taken into consideration. Some of
our manufacturers still depend on the importation of
raw materials for their operations. "The policy on
foreign exchange restriction has made life extremely
difficult for manufacturers,'' Adegbeye said. He also
said that the CBN, through its policies, has created
avenues for the cross border smuggling of foreign
currencies, especially the dollar.

President Muhammadu Buhari has suspended the
comptroller general of Nigeria Immigration Service,
David Parradang. Mr. Parradang was asked to
immediately proceed on suspension Friday while the
service's deputy comptroller general, Martin Abeshi,
takes over, according to the News Agency of Nigeria.
It was not immediately clear why Mr. Parradang was
sanctioned. However, the Immigration Service under
his leadership sparked national outrage in 2014 after
nearly 20 job applicants died in stampede during an
Immigration recruitment test. Ahead of the
examinations, an agent commissioned by the
Ministry of Interior, extorted N1000 from each of
over 700,000 applicants. Despite raising nearly a N1
billion, logistics for the exercise were dismal
resulting in the deaths. Mr. Parradang denied any
role in the contract. He said the Interior minister,
Abba Moro, handled the deal. An investigation
launched by the Senate into the matter, ended
without a report till date.

The fixing of petroleum products' prices is denying
the country investment in the downstream sector of
the oil and gas industry and depriving Nigerians
certain benefits from the country's petroleum
resources, industry stakeholders said on Thursday.
The Federal Government currently regulates the
prices of Premium Motor Spirit, otherwise known as
petrol, and kerosene, and subsidises their prices to
enable Nigerians to get the products at the regulated
prices.
The regulated price of petrol is currently N87 per litre
while that of kerosene is N50 per litre. But the
products are sold above the regulated prices in parts
of the country, despite government's subsidy.
The Group Managing Director, Nigerian National
Petroleum Corporation, Dr. Emmanuel Kachikwu, in
his address at the National Association of Energy
Correspondents' conference in Lagos, said, "Subsidy
creates distortions in government revenue
distribution as a result of round-tripping and
unnecessary carry-over of expenditures every year in
a way that is difficult for government to control or
sustain."
He noted that subsidy accounted for 20 per cent of
the Federal Government budget in 2013.
Kachikwu, who was represented by the acting
Managing Director, National Engineering and
Technical Company Ltd, Mrs. Bola Ashafa, said,
"Deregulation policy is essential to the
transformation and growth of the downstream sector
of the oil and gas industry.
"Speedy implementation of this policy in Nigeria
would go a long way in encouraging inflow of private
sector and international investment; ensure that
Nigerians derive fair deal from the abundant
petroleum resources in the country through fair
product prices for consumers and full cost recovery
and reasonable margins for operators."
He said the implementation of the policy would
entrench efficiency in product usage; product
availability and effective competition among
investors, hence putting an end to product shortage.
He, however, said critical enablers such as security of
the product and distribution infrastructure must be
assured to guarantee the availability of the petroleum
products at affordable prices.
The NNPC boss said, "We are fully committed to
reforming the existing refineries and boosting
domestic petroleum product supply. Currently all the
refineries have been re-streamed but are yet to attain
optimal capacity.
"Removal of price control mechanisms is deemed
imperative to ensure full growth of the sub-sector by
allowing private stakeholders to complement the
government efforts in developing the industry."
He said the NNPC would continue to maintain
stability in the supply and distribution of petroleum
products nationwide to avoid energy crisis.
According to him, the corporation has enough stock
of petrol to service the country for 25 days at a
national consumption rate of about 40 million litres
per day.
"Unfortunately, the stock is not immediately available
across the 21 depots in view of the challenges facing
the distribution pipelines facilities," he said.
The Chairman and Managing Director, Mobil Oil
Nigeria Plc, Mr. Tunji Oyebanji, said, "What we are
talking about is deregulation of the prices; for the
prices to be determined by market forces," but that
"there has to be government regulation in terms of
standard and quality."
He noted that there was a time in the country where
prices were not fixed by the government.
According to Oyebanji, the lack of full deregulation
generates uncompetitive climate and lack of
investment and innovation.
He said, "We are looking for a sustainable industry
where pricing is liberalised, leading to steady supply,
increased profitability, large-scale investment in
refineries, increased competition, and an industry
where technology plays a role. But currently there is
no incentive."
He said the government had yet to pay them their
subsidy arrears.
On his part, the Director-General, Lagos Chamber of
Commerce and Industry, Mr. Muda Yusuf, decried
what be called the absence of clear policy direction
from the government with respect to the oil and gas
industry.
According to him, there are people who want to
invest in the industry but who are being discouraged
by lack of a clear policy direction.
"It is important that we quickly deregulate the
downstream sector to attract investment," Yusuf said.
The Managing Director, NIPCO Plc, Mr.
Venkataraman Venkatapathy, said the move from a
regulated market to deregulation should be done in a
phased manner, adding, "We must take a holistic
approach rather than one pre-determined solution."
The President, Petroleum and Natural Gas Senior
Staff Association of Nigeria, Comrade Francis
Johnson, said, "As a labour union, we are not averse
to deregulation but that the focus of deregulation
should be based on local production rather than
importation.

In 2014, His Royal Highness, the Emir of Kano,
Muhammadu Sanusi II, as the then Governor of the
Central Bank of Nigeria, alleged that $20 billion was
missing from NNPC accounts. For his patriotic
whistle-blowing, many observers at home and
around the globe expected the then central bank
governor to receive some kind of national
commendation for his gallantry. Unfortunately, that
did not happen. Instead of medals, he was unlawfully
sacked by the former President Goodluck Jonathan. A
subsequent report released by Accountants
PricewaterhouseCoopers, on the alleged missing $20
billion, showed that at least $18.5 billion was indeed
missing.
Diezani Alison-Madueke, was the Petroleum Ministry
in 6/4/2010 - 28/5/2015 when the money got missing.
Since then, there have been a series of escapades
shown by the former Petroleum Minister. On one
occasion, she was seen sitting right behind his
Excellency, President Muhammadu Buhari, on a
British Airways flight to London. It was alleged that
following a tip-off, she sneaked in to follow him to
London, to ask for clemency because of the missing
billions. On another occasion, she was seen visiting
the former head of state Lt General Abdulsalam
Abukar, together with former DSS spokeswoman,
Marilyn Ogar, allegedly to plead for soft landing with
his Excellency.
On several other occasions, she was reported to be
ill, suffering from cancer, and allegedly receiving
chemotherapy in London. To back up this cancer
illness bogus story, cleverly crafted photoshop image
of the former minister, supposedly lying in a hospital
bed, was released to the public domain. Thanks to
the CUPS investigators who sent this in, we hereby
post a proof that Mrs Diezani Alison-Madueke was
not sick as allegedly reported with the hospital bed
photo. We can reveal that the original photo was that
of a young White Caucasian woman!
For the sick, callous, heartless criminals, who are so
morally bankrupt and spiritually dilapidated, who
stole billions of Nigeria's money, there is no amount
of pleading by disingenuous Bishops, or 419
photoshop scams that will save you. God willing you
will have to cough out every single Kobo that you
stole or get one-way tickets to Kiri-Kiri maximum
prison, where you will spend the rest of your
wretched lives. Nigerians did not vote for amnesty
for anyone! Change is here to stay for good!
May God save Nigeria and Nigerians. Amen.

The Independent Corrupt Practices and Related
Offences Tribunal has commenced a clampdown on
some very wealthy civil servants in the country, who
are leaving in questionable wealth.
Already, the agency has seized 24 property and
several big cars from three civil servants with just
one of them having 18 property.
A document obtained from the Office of the
Chairman of the ICPC, Mr. Ekpo Nta, with the title
'Notice of Seizure of Movable and Immovable
Properties Pursuant to Section 45 (4) a – (b) of the
Corrupt Practices and other Related Offences Ac
2000, revealed that the commission seized the
property from three officials of the Ministry of Niger
Delta.
It stated that the property was seized because they
were "excessive of the emoluments of the affected
officers."
Although the document, dated August 11, 2015, is
silent on the status of the officials, it was gathered
that the three officials are all principal account
officers of the ministry, which has been one of the
focuses of investigations by the ICPC in recent times.
The Niger Delta ministry officers listed in the
document are Poloma Kabiru Nuhu, Mangset Longyl
Dickson and Daniel Obah.
The ICPC boss said the decision to seize the property
would be served on the appropriate Land Registries
and Departments in all the states where the property
are situated.
He stated, "The commission is investigating a matter
involving some staff (members) of the Niger Delta
Ministry, with certain movable and immovable
property owned by the said staff.
"The commission is of the opinion based on the
aforementioned investigation that these movable and
immovable property owned by these people who are
staff of the Ministry of Niger Delta Affairs are
excessive, having regards to their present
emoluments and all other relevant circumstances.
The commission hereby notifies the entire public that
all movable and immovable properties owned by
these staff (members) and listed hereunder are
seized."
According to the ICPC boss, one of the officers, Nuhu,
has 10 hectares of land, covered by Right of
Occupancy at Kuje valued at N50m.
It was stated that the same officer has an
uncompleted duplex at Diamond Estate, Apo, Abuja,
that is worth N90m.
Nta also said Nuhu has 16 plots of land which are all
covered by Certificate of Occupancy in different parts
of Gwagwalada, Abuja.
Another civil servant on the ICPC list, Dickson, is said
to have a plot of land at Kubwa District, Cadastral
Zone, Abuja. The property is valued at N7m.
The third official, Obah, is said to own different plots
of land in Abuja and Port Harcourt, Rivers State.
Nta said Obah has a four-bedroom duplex at Karsana
South District, Abuja, valued at N60m.
He is also said to have a plot of land at Ozuoba, Port
Harcourt, Rivers State.
Other plots of land said to belong to Obah are
located in Umuodili Odubo Community in Rivers that
is worth N16.5m; Olipobo Rumuekini Layout, Obio
Akpor Local Government Area valued at N18m and
another plot at Livingstone Estate Umuogodo, Igbo
Etche in Obio Akpor Local Government of the Rivers
State.
The Federal Government's anti-corruption operatives
had been sent after 'super rich' public officers who
had multiple property and other assets suspected to
have been the rewards of graft.
According to the report, the searchlight of the anti-
corruption agents was on civil servants that possess
questionable property in the Federal Capital
Territory.
It was also reported that operatives in the Assets
Tracing, Recovery and Management Unit of the ICPC
had been asked to haul in suspects for interrogation
and recovery of ill-gotten assets in their possession.
The ICPC was reported to have strengthened the
ATRMU by posting more personnel to the unit to
ensure the success of its campaign.
On Wednesday, the Auditor-General of the
Federation, Mr. Samuel Ukura, had recommended
the recovery of about N183bn being funds meant for
the development of Niger Delta but which was
allegedly diverted for other purposes.
Ukura, who stated this in three special audit reports
to the Clerk of the National Assembly, Mr. Salisu
Maikasuwa, explained that the amount was
discovered in the periodic checks carried out by his
office on the activities and programmes of the Niger
Delta Development Commission between 2008 and
2012.
According to him, N70.4bn was paid as mobilisation
to various contractors who never reported to site,
while N90.4bn was the extra-budgetary expenditure
for heads and sub-heads without approval by the
legal authorities.
He also said N10bn was tax deductions without
evidence of remittance to the Federal Inland Revenue
Service; N5.8bn was payment to contractors for
projects not executed, stalled or abandoned, while
N1.2bn was undeducted taxes from contractors.
Ukura added that N3.1bn was transfer made to
unauthorised accounts; N1.7bn was staff outstanding
staff advances which were never accounted for and
N785m out of N1.1bn meant for the supply of
furniture to various schools in Delta State was
diverted.
He explained that the funds for the furniture supply
was certified paid whereas inspection carried out by
the Auditor-General's office revealed that no single
chair was distributed during the period under review.

EXCLUSIVE INTERVIEW: I fear Buhari may be
assassinated ..How Sultan stopped Tambuwal from
probing Diezani – Najatu
Source: Newsdiaryonline
Hajiya Najatu Mohammed is a well-known politician
from Kano state. She is fearless and very
outspoken.Aside from being a member of the All
Progressives Congress,APC , Hajiya Naja as she is
fondly called is also known to be a close political
associate of President Muhammadu Buhari.They
fought political battles and lost in the past as the
General sought to be president .In 2015, she was
equally in the field campaigning along with millions
of Nigerians to ensure Buhari's victory.
As Buhari settles in Nigeria's president , Naja says
there are already troubling signs from those seeking
to subvert the rule of law .In this interview held
Friday August 14, 2015 in Abuja ,by Danlami Nmodu,
the publisher/editor-in-chief of Newsdiaryonline, she
expresses her fears that the forces that conspired
against Buhari while he was military head of state are
back seeking to scuttle the commendable anti-
corruption moves of the President.Excerpts:
Q:We should start by reviewing the steps taken so far
by President Muhammadu Buhari in trying to restore
sanity to the country. Some say he is slow, others say
well he is just being tactical and strategic. What's you
take on that?
A:My take is that he is being strategic. Those who are
advocating …that he should be fast about the way he
is doing things, that he should take the fast track just
know what is happening. They know that if he
continues (with) investigations in the various
ministries, theirs is finished. They have interest in this
corruption and a lot of them are beneficiaries of
corruption. So the only thing the PDP actually has
been saying is that he should move faster.Faster to
cover up, because once he appoints ministers a lot of
things will be covered up .And if he is unfortunate
enough to appoint a corrupt person minister in a
particularly corrupt area, then that is it, he will never
know the truth. But now, he has had sessions with
perm secs, directors in the various ministries to the
extend that even some directors are counteracting
some information given by some directors where
they are economical with the truth. So there is no
reason for him to be fast.Everything is working well
any way.It took Obasanjo over two months to
(announce) his ministers.I don't know what's the big
deal. And the one that went very fast,President
Jonathan, where did he land the country? He was so
fast in appointment. He was so fast in dismissal. He
never investigated anything. He perpetuated and and
entrenched corruption. So we don't want President
Buhari to be fast, let him take his time. With or
without ministers, he is working and we have found
sanity in our country. The tension is gone. Our foreign
reserve is rising. So what else do we need? There is a
lot of peace in the country. We are all sane
now.People are no longer tensed (up).We have less
fear about being bombed, being assassinated, being
kidnapped,we have less ear of that.
Q:You said the tension is gone but there appears to
be tension within the Jonathan camp, because some
are apparently worried that the anti-corruption
moves are going beyond the expected bounds –
allegedly retrieving money from people,arresting
people to quiz them to the point that even the former
President Jonathan was said to have secretly met
with President Buhari in the villa. So obviously there
is tension.
A :No there is tension in the camp of corrupt
people. There is tension among people that have
looted and bled this country to the brink..They are of
course scared. But they created their own tension. If
you do the wrong thing, evil begets evil.If you do the
wrong thing ,what you get is what you deserve. You
will reap what you sow. They have kept this country
under tension by that carnage,by that theft, that
plunder of our resources for six years. So they are
now reaping what they have sown. But as far as the
generality of the country we are at peace, even in the
North east.
Q:There is even the feeling that the meeting the
National Peace Committee led by former Head of
State,General Abdulsalami Abubakar (with President
Buhari),that the Committee may be intervening now
in order to find some soft landing for some people.
A:Why does a criminal need soft landing.
Q:Nobody has been convicted yet.
A:Then why are they jittery.Nobody has been
convicted but people are being investigated. Why are
they scared. If you are clean, you have nothing to
fear.Did they not investigate Buhari?Even Jonathan
investigated Buhari.General Obasanjo investigated
Buhari. But he could not find anything and there was
never a time that we were jittery about him being
investigated. There was never a time that we were
under any kind of pressure because General
Muhammadu Buhari was being investigated. In fact,
they were so disappointed by their investigation that
at the end of the day ,they could only accuse him of
sponsoring Boko Haram, which of course , they did
not find anything, but you know, they were just
making accusations to create more tension in the
country. So now is their turn to feel the heat that
Nigerians have been feeling as a result of the
corruption in that government because it's
corruption that has led to the breakdown of our
military. They could not function. Now they are
functioning.Now, they are highly motivated.So it's
corruption that has brought about the death of
hundreds of thousands of people particularly in the
north east.So what do you do about those people?
Are they not people that have lost their
parents,orphaned;that have lost their children?
Hundreds of thousands of them that are now
internally displaced in their own country and abroad
amongst our neighbouring countries?Don't they feel
anything for those people, that they have lost so much
because of this corruption? When you are corrupt,
you see what people don't understand is this, when
you perpetrate evil, when you think that man cannot
get hold of you, how do you run away from the
Almighty? When he says don't do this and you do this
and you do it,you think there is no Law of Karma?
There is.This is it.So why are they running helter
skelter? If they are tensed, it's because of the blood in
their hands.
Q:What do you make of the continuing meeting of
this (Peace) Committee with President Buhari?
A:This Committee is a useless one. It's a very corrupt
one.Because let us first look at the reasons behind
creating the so-called peace committee.Like they said
the peace committee is supposed to inculcate or
garner support for peaceful election
A:Don't forget that the committee comprises
respected citizens?
A:No they are not respected citizens. With due
respect, they are not respected.Respected by whom?
Respected by (the fact that ) they created themselves
or were created by the former president? They are
not respected because you have to take each and
everyone of them and look at the interest that each
and everyone of them represents and look at what
they have done when they were in a position of
power.
Q:Can you explain that?
A:Take the Sultan of Sokoto (Saad Abubakar ) for
Instance, when Diezani was being investigated by the
national Assembly under (ex Speaker Aminu)
Tambuwal, where did she run to.She ran to the Sultan
of Sokoto who is heading the Sokoto Emirate and
Tambuwal is right under him.He called Tambuwal
and cautioned him against it(investigating Diezani)
.Why did he do that?
Q:Are you saying this as a fact?
A:Yes, Iam saying this as a fact.Let him deny it and I
will give you more information. That was what he
did.Look at (Pastor Ayo) Oritsejafor, he was a
member of the PDP that was in Jonathan's support
group. He was the one whose aircraft was caught
smuggling Dollars into South Africa. And he had no
business using his aircraft to smuggle arms or
money into any, because like he said, his aircraft was
supposed to have been hired. But it was not supposed
to be hired in the first place, it's a private jet.
Q:If I may go back to the Sultan issue, why would
Diezani go to the Sultan and what was Sultan's
response ?
A:Because of his influence in Sokoto generally.Only in
Sokoto. It is only in Sokoto that he has influence.I
don't think ..he is the Sarkin Musulmi like they say.He
is the Sultan of Sokoto-he is just like the Emir of
Kano. The Emir of Kano has a lot of influence in Kano
– of course for those who want to be influenced by
him.You know, because this is a free world, this is a
democracy. We follow whom we follow whom we
want to follow. When we want, we allow ourselves to
be influenced by whom we want to influence, but of
course these are cultural (things). For cultural
reasons, some people respect leaders even if they
are corrupt leaders.I'm not one of them. And so many
people are not like that because we owe no
allegiance to anybody anymore. But we are obliged to
be influenced by leaders that are upright and that
have concerns for their followers
Q:So Diezani wanted the Sultan to stop the probe?
A:And he did.
Q:By the national assembly?
A:Yes.If you stifle,if you arm-twist Tambuwal, you
arm-twist the whole national Assembly. At the end of
the day,she did not only stop at that but she also
went to court and stopped everything-the corruption
in the courts of course. But going back to what the
Committee is doing, you see ,Nigerians are sick and
tired..
Q:No ma, you are trying to allege that the Sultan arm-
twisted Tambuwal
A:Yes he did
Q;To stop probing Diezani
A:Yes and they did. There is no reason for her to go to
the Sultan in the first place. She has no business
going to kneel before the Sultan..And then Oritsejafor
has over and over again accused Moslems of killing
Christians. Was he helping the peace? And when
Moslems were being massacred ,he never uttered a
word.So what he was doing was to divide and to
rule.So who cares about Oritsejafor and whose
interest was he protecting. His personal interest and
the interest of the president who had given him so
much. That was president Jonathan. And then who is
next.Who are those in the Committee.
Q:Father (Bishop) Kukah and others .
A: Father Kukah.See what Father Kukah,look Father
Kukah is quoted as saying 'face your work and stop
pursing perceive thieves'.This is supposed to be a
man of God.A man of God is supposed to fight
against corruption.It's in the Bible.
Q:But I listened to him saying he (and the committee)
didn't come to ask the president not to probe..
A:But why did he say that President Buhari should
stop pursuing perceived thieves
Q:What I hear him saying was that the President
should follow due process.
A:Due process, what did he do against due process?
Did he create a military tribunal to prosecute them?
No.He said he is taking them to court,so which
(other) due process? Is there a due process beyond
going to court?Isn there a due process beyond
investigations ? And people forget that the president
as per section 130subsectio2 of our constitution is
the custodian of both human and natural
resources. So it is his business as the Commander in
chief to give security to human and natural
resources. It is his responsibility to protect the
territorial integrity of this country. It is therefore his
business as the chief accounting officer of this
country to track,to retrieve and prosecute those who
have looted our resources. He is doing the right thing
in due process as given to him by the Constitution of
the Federal Republic of Nigeria.
Q:But the peace Committee played a key role towards
the tail end of Jonathan's regime and helped to
apparently broker some kind of deal ,I mean ,some
kind of understanding that led to a peaceful
transition. So why would anyone blame them?
A:No, no no.What did they do?What did they do to
(ensure) peaceful transition?
Q:We saw them meeting Jonathan and meeting
Buhari
A:So what about meetings. They have had meetings
before, didn't they?Let me tell you, we had peace in
spite of them. When the Dokubos were making those
statements to the end of elections, did they utter a
word? Were they ever cautioned? Was anybody ever
caught? And then when (Elder Godsday)Orubebe was
doing what he was doing to truncate the elections, did
they say a word?It took the intervention of the
international community,otherwise, they would have
truncated it.Where were they?So they are lying. That is
not their interest .And what took them so long to talk?
Now we are on course, the country is on
course.President Buhari is on course fighting
corruption, they want to stop it.Look,Iam a history
student. And history teaches us to analyse the past in
order to be able to predict the future by some degree
of certainty,of accuracy.And as a result of that,my
analysis is this:in 1983, when General Buhari then as
President was investigating the massive corruption
then,he was locking people up.People who were
supposed to be executed for trafficking and
destroying our people,drugs traffickers were
executed, because that was the law then.He has never
acted outside the tenets of the law.President Buhari
had never acted against the tenets of the law.If the
law says this is what should should be done, that is
what should be done.So when the law says today that
people that have siphoned money it should be
retrieved and they must be jailed. This is the law of
our country.
Q:They must be tried
A:They must be tried. This is exactly what he is
doing. However, what happened in 1983 was some
clergy and some members of the Ulama were used to
campaign against him then. They said he was
mean. They said he was stiff. He was uncompromising
and that they were losing their businesses, because
then, they were hoarding. The business professionals
were also used to fight him. They were hoarding. It
was a time of famine and they were hoarding
food, selling them to people at very, veryexorbitant
prices.There was so much corruption
everyhwhere. And what did they do?They brought
thse people out to propagate against him and
General (Ibrahim ) Babangida succeeded in ousting
him and nobody said anything. Now, so as a history
student,I analysed that and I see the same trend
happening. They have taken the Ulama represented
by the Sultan of Sokoto,Oritsejafor and Reverend
(Bishop) Kukah and of course General
Abdulsalami.General Abdulsalami himself in fact has
a lot of corruption charges as per what what
happened during Obasanjo. We all know this.It is no
secret. So they don't even have the moral standing to
start talking about corruption or about any
investigation. It is not their business. And they are
talking aboutpeace.Whose peace are they now
representing? Is it the peace of the looters or those
that have been bled?Obviously they are representing
the interest of those that have bled this country. They
are not interested in encouraging the feedom of the
commonman in this country, because as a result of
corruption, hundreds of thousands have been killed
particularly in the north. As a result of corruption, you
cannot find anything in our hospitals. As a result of
corruption, there are senseless killings all
over,lawlessness,total breakdown of law and
order.As a result of corruption,hundreds and maybe
thousand s are dying on our roads, the potholes have
killed so many.As a result of corruption,so many evil
people, smugglers are coming into this country with
all sorts of things arms, drugs they are destroying
this country.Corruption has destroyed this country
for God's sake.So whose interest are they talking
about.
Q:If I get you right, you have the feeling that these
recent moves by the committee members and some
people eventually lead to some sinister moves
against the president?
A:Yes.No doubt because this is what happened in
(1985).It's the same kind of trend .But what they don't
know is that they don't know how far Nigerians have
gone. And I want to zero it and attach it to what
(Governor Ayodele) Fayose has said on several
occasions. He has come out to say,I mean the current
governor of Ekiti;he has come out to say on quite a
few occasions that if you vote Buhari,he is going to
die anyway! He is going to die like Abacha died in
office,like Murtala died in office,like (Umaru)YarAdua
died in office. Now look at these three people, they
are all northerners and they were all assassinated. So
if you link it up with this move that has happened
before,we are saying no to it.
Q: But all believe that (Umaru) YarAdua died of
illness.
A: No, no ,no.There are very ,very strong reasons to
believe that they just finished him up.He had a
terminal

Governor of Lagos State, Mr. Akinwunmi Ambode, may announce members of his cabinet this week, SUNDAY PUNCH has learnt.

It was gathered that 15 names have been pencilled to head some of the 20 ministries in the state. The state Deputy Governor, Dr. Oluranti Adebule, will head the education ministry.

Adebule, who holds a Bachelor of Arts in Education degree in Islamic Studies (1992), also has a Master of Education degree in Curriculum Studies (1997), both from the Lagos State University.

Ambode, soon after his inauguration on May 29, had announced Mr. Tunji Bello as Secretary to the State Government; Mr. Samuel Ojo as the Chief of Staff; Mr. Abiodun Bamgboye as his Principal Private Secretary; and Mr. Habib Aruna as his Chief Press Secretary.

A source close to Ambode, informed SUNDAY PUNCH on condition of anonymity that barring last minute changes, a former representative of Ikorodu Constituency II at the state House of Assembly between 2011 and 2015, Mrs. Modupe Akinsola, may step in as Commissioner for Tourism.

Also, erstwhile Special Adviser on Central Business District to former Governor Babatunde Fashola, Folarin Coker, has been purportedly named to serve as Commissioner for Waterfront Infrastructure Development.

Similarly, another former Special Adviser (Rural Development) to Fashola, Paul Kalejaiye, is said to have been named as the incoming Commissioner for Agriculture. Kalejaiye, a two-time House of Representatives aspirant, was a prominent member of Ambode's campaign team.

In the same vein, Mrs. Lola Akande, is said to have been named as the would-be Commissioner of the Ministry of Women Affairs and Poverty Alleviation.

Akande, who gave up her ambition for House of Representatives membership, served as Deputy Majority Leader in the Lagos House of Assembly, where she represented Ikeja Constituency II from 2007 to 2015.

The Managing Director of the Lagos Metropolitan Area Transport Authority, Dr. Dayo Mobereola, is believed to be the incoming Commissioner for Transportation.

The source also revealed that a former Senior Special Assistant to Fashola, Mr. Mohammed Kabiru, would be among the new commissioners.

Others said to be on the appointees' list include two-time Special Adviser to Fashola on Works and Infrastructure, Mr. Ganiyu John (Ministry of Works and Infrastructure); former Senior Special Assistant to Fashola on Public Affairs, Mr. Idowu Ajanaku (Ministry of Information and Strategy); former aide-de-camp to APC National Leader, Asiwaju Bola Tinubu, Gbolahan Lawal (Ministry of Environment); and a former Special Adviser to Fashola on Political and Legislative Powers from 2007 to 2011, Mr. Abdullateef Abdulkareem (Ministry of Home Affairs).

The Chairman of Bariga Local Council Development Area, Mr. Sulaimon Oriyomi, also known as Oris, was also said to have been named as the Commissioner of Local Government and Community Affairs.

It was further learnt that a member of Ambode's governorship transition committee, Prof. Ademola Abass, who is also a member of the Board of Trustees at King's College, London, would head the Ministry of Wealth Creation and Employment.

Others said to have been considered to head ministries include a former representative of Amuwo-Odofin Constituency II (2011-2015), Ms. Ramotallahi Akinola-Hassan; erstwhile Deputy Director-General of Ambode's campaign organisation, Mr. Kazeem Adeniyi; and a former Special Adviser to Fashola on Parastatals Monitoring, Mr. Adekunle Salvador.

THE ANTI-GRAFT WAR AND THE RULE OF LAW
Are we ever going to stop having this heated
conversation about the "conflict" between the rule of
law and the war against corruption? Fighting
corruption in a country like Nigeria, where we are not
used to doing things the proper way, is never going
to be a tea party. It does not matter on whose side
you are — whether you are the one fighting
corruption or you are the one facing corruption
charges — there is always going to be extensive
argument over what is the right and what is the
wrong way of doing things. The biggest danger, I
sense, is that we may end up arguing over processes
and procedures at the expense of the progress of the
anti-graft war.
That we have to kill corruption before corruption kills
us is not debatable. I have not met a single Nigerian
who says looting is good. All I keep hearing is that
corruption is bad. Even those who are looting us
blind agree that corruption is not good. So we can go
to sleep over that. What has been giving us sleepless
nights is whether or not corruption is being fought in
the right and proper way. There is always this talk
about impunity in the process. People are openly
complaining about selective justice and witch-hunt. I
am beginning to think we are going back to those
days when the substance of the anti-corruption war
was overshadowed by the style of it.
Two things have happened in recent times that are of
significance to my argument today. Recently, the
Nigeria Customs Service closed down the warehouse
of Olam Nigeria Limited for owing N3.5 billion in
duties on imported rice. I do not have all the facts,
but I am aware that there is a court order restraining
Customs from locking up the warehouse. Let's say
Customs is trying to impress President Muhammadu
Buhari by acting "tough" in order to paint the picture
that it is helping the new government crack down on
an alleged bad behaviour, but blatantly disobeying a
court order will do Buhari no good. In this case, the
critics of the anti-graft war are further empowered.
The second development was the visit of the National
Peace Committee to Buhari last week after which
statements were made appearing to suggest that
Buhari is not going about the anti-graft war the right
way. Bishop Matthew Kukah, who played a major role
in setting up the committee to prevent post-election
violence, said after the meeting: "I don't think any
Nigerian is in favour of corruption or is against the
president's commitment to ensuring that we turn a
new leaf. I think what we are concerned about is
process. It is no longer a military regime and under
our existing laws everybody is innocent until proven
guilty."
I do not claim to understand what Kukah had in
mind, but I want to guess that it had to do with the
search conducted on the residences of Col. Sambo
Dasuki (rtd), former national security adviser. The
initial reports were that DSS operatives "invaded" or
"raided" Dasuki's residences in Sokoto and Abuja,
and occupied them for hours. However, when the
dust had settled, we realised that the DSS actually
had a search warrant, so their action was neither an
invasion nor a raid; it was a perfectly legal search.
You could not fault them on that. However, by
breaking through the roof of his father's house in
Sokoto, the DSS seemed to have taken things a few
metres higher.
Let's compare and contrast. In the Olam case, the
Customs acted in spite of a court order. You would
call that impunity, even if the ultimate goal was to
recover unpaid duties (which, from what I have read,
was not deliberate on Olam's part but was caused by
a retrospective allocation of rice import quotas by
the ministry of agriculture in December 2014). You
can smell a whiff of over-zealousness all over that
one. In the Dasuki case, however, the DSS acted with
a court order. The devil in the detail is that the secret
police also acted overzealously, leaving itself at the
mercy of those who are eager to discredit the anti-
corruption campaign. That is the crux of the matter.
Many Nigerians are angry with Kukah and members
of the committee over what is now perceived as an
attempt to shield corrupt people from prosecution.
In fact, the committee — made up of eminent
Nigerians such as Gen. Abdulsalami Abubakar,
former head of state, Alhaji Sa'ad Abubakar, sultan of
Sokoto, and The Most Rev. Nicholas Okoh, prelate of
the Anglican Church — is now being derided as
"Corruption Amnesty Committee". They are seen as
trying to make a case for former President Goodluck
Jonathan. The rumour is that Jonathan only conceded
the 2015 election on the condition that he would not
be probed. The committee, it is said, is trying to
enforce this "agreement".
Expectedly, Nigerians are very angry with the
committee. The immediate message I can glean from
the reactions is that Nigerians do not want to hear
anything that will remotely suggest that anyone is
trying to shield anybody from prosecution over
corrupt practices. There is no sane Nigerian who
wouldn't be bothered about all these billions being
reported missing every hour. So I can understand the
anger and the vituperations. The entrance of Buhari
into power is, in my opinion, a rare opportunity for
us to confront the corruption monster headlong and
set a new direction for national development. If we
miss this chance, it will be a complete disaster.
That is why we have to listen to Kukah specifically on
the aspect relating to due process. I say this because
I am afraid that the entire anti-graft crusade can be
derailed by overzealous government agencies. It will
open the entire campaign to distractions and, in
some cases, justifiable knocks. The war against
corruption will only get widespread support and co-
operation if government agencies do not leave
loopholes for Buhari's critics to exploit in order to
discredit him. Justice must be seen to be done
without fear or favour. Corruption is defined by law.
Prosecution is also defined by law. Law enforcement
officers cannot be breaking the law to enforce the
law.
Not too long ago, many of us agreed that Nuhu
Ribadu was doing a very good job as EFCC chairman.
For once, I saw the fear of God in public officers,
especially the almighty governors. They were
beginning to sit up, knowing well that somebody was
on their case. But the overzealousness in impeaching
Chief Joshua Dariye as governor of Plateau State, in
addition to several other reckless incidents, made
such a mess of EFCC that some of us who were
solidly behind Ribadu could no longer, in good
conscience, defend his actions. By the time President
Umaru Musa Yar'Adua moved to deal with Ribadu in
2007, opinion was already sharply divided. Nigeria
was the loser.
If I were Buhari, I would take note of Kukah's
comments on due process and ignore the bit about
probe not being part of governance. I would resolve
to vigorously fight corruption with all my energy
within the laws of the land — so that my critics will
find it hard to build a case of impunity and witch-hunt
against me. Naturally, there will always be claims of
witch-hunt, no matter how careful you are. Nobody
will ever say "I am being punished because I am truly
a thief". But you can make it harder for your critics by
dragging the net wide, by not sparing anyone no
matter their party affiliation and no matter their
involvement in your campaign.
I repeat: if Buhari does not clean up the system
decisively, we are done for. I don't know when we are
ever going to get this kind of chance again. We need
to renew faith in leadership. This will bring about the
needed confidence in the system. This will earn us
respect and make the world want to do business with
us. We need a new Nigeria. Every Nigerian must
know that there is crime and there is punishment.
The misuse and abuse of our resources has stunted
our growth and this must be stopped by every means
legal and proper. Clearly, Nigeria cannot survive
another round of looting. We have been bleeding
profusely. We must contain graft lest we bleed to death.
