COMMISSION (INEC), RIVERS STATE
RE: INVITATION TO YOU BY MS AMINA ZAKARI, THE
ACTING CHAIRMAN OF INEC TO SUBVERT THE
COURSE OF JUSTICE BY INTRODUCING PERJURED
TESTIMONY INTO THE PROCEEDINGS OF THE
ELECTION PETITION TRIBUNALS
A CASE OF MALICIOUS FALSEHOOD AND DELIBERATE
MISREPRESENTATION OF FACTS/APPLICATION FOR
PROPER CERTIFICATION OF DOCUMENTS USED FOR
THE GENERAL ELECTIONS IN RIVERS STATE
Mr. Obijuru, our attention has been drawn to a letter
written by the Peoples Democratic Party (PDP) signed
by Bro. Felix A. Obuah, its State Charman, addressed
to the Administrative Secretary of the Rivers State
Office of the Independent National Electoral
Commission (INEC), Mr Royson C. Obijuru; which was
published on page 12B, Monday, August 10, 2015
edition of THISDAY Newspaper. Ordinarily, the All
Progressives Congress would not have bordered to
join issues with the PDP on the matter. However,
because of the manifest falsehoods in that letter and
the concerted attempt to mislead the unsuspecting
public, we are constrained to respond and to put the
records straight.
In the past few weeks, the PDP has clearly
demonstrated its frustration; not being able to
sustain the false victory that they procured in Rivers
State and have therefore resorted to mudslinging and
bogus allegations not only against the Directorate of
State Security Services (DSS) as they initially set out to
do, but have now extended it to the INEC.
In an attempt to frustrate the APC from presenting
credible evidence against the PDP at the Election
Tribunal, the PDP procured the Residents Electoral
Commissioner (REC), Dame Gesila Khan and yourself,
the Administrative Secretary, Mr Royson C. Obijuru
to deliberately issue the documents used for the
elections to the APC in a manner NOT prescribed by
Law. You, Mr. Obijuru deliberately secured a
rubberstamp on which you engraved your name and
signature; with which you stamped the documents
contrary to the laws governing certification of
documents in the country. Section 77(1) of the
Electoral Act prescribes that within seven day after an
application by a political party, the Resident Electoral
Commissioner shall issue Certified True Copy of
every documents used for an election to such party.
Section 104(1) of the Evidence Act, and as rightly
interpreted by the Supreme Court of Nigeria,
prescribes that the certification of any documents as
"certified true copy" shall be by a person in custody
of the documents, the signature of the certifying
officer as well as the date of certification must be
franked in long hand; that is, in the handwriting of
the certifying office.
We had severally drawn this requirement to the
attention of both the REC and yourself, the
Administrative Secretary, who clearly told our party
representatives that PDP is not requesting for such
authentication and in a very provocative manner,
questioned why the APC should ask for such level of
authentication. Every attempt to move Dame Khan
and you to see reason why you must comply with the
law failed. We also drew your attention to the fact the
Head of Legal Department of INEC, Ibrahim Bawa
SAN certifies documents in long hand as prescribed
by law, yet you and the REC refused.
Consequently, on the 16th June, 2015, we caused our
Solicitors to do a letter of complaint to the former
Chairman, Prof. Attahiru Jega and on the 24th of June
2015 we made another complaint. Following our
complaint to INEC and in order not to be accused of
any wrongdoings, INEC through its Head of Legal
Department, caused a circular to be issued to all
INEC Administrative Secretaries across the country,
including you, directing them to issue certified true
copies of documents in the manner prescribed by
law. Notwithstanding, the circular, Ms Gesila Khan
and yourself have willfully refused to carryout the
directive.
Following the refusal, on the 29th July 2015 our Party
Representative sought audience with the Head of
Legal Department, INEC Mr. Bawa and complained
about the continuous refusal by Dame Khan and
yourself to carryout the directive of the Commission.
Right before our Representatives, the Head of Legal
Department, Mr Bawa called you, Mr. Royson
Obijuru on phone to reprimand you and further
directed that you comply with the directive of the
Commission and warned you of the consequences of
your actions.
It is shameful and worrisome that the PDP could go
this length to contrive this level of mischief and lies
just to blackmail INEC and to provide excuse and
encourage you, Mr. Royson Obijuru further to
disregard the law and exhibit this level of
insubordination to your superiors and employers
(INEC). We feel strongly that you contrived this letter
with the PDP as a diversionary tactics, otherwise we
wonder why and how you could allow yourself to be
so used
Dear Mr. Obiajuru, we wish to reiterate publicly that:
The APC has no intention to call you as witness
because that would amount to inviting a senior
member of the PDP and adversary as a witness;
Neither the APC, Ms Amina Zakari, Mr. Ibrahim Bawa
nor INEC has requested that you certify photocopy of
documents from APC as alleged by your PDP, but
rather that you do authenticate and complete the
certification of the documents which you deliberately
issued to APC in an improper manner in order to
frustrate APC from using them at the Tribunal.
Should you intend to issue an entirely new set of
documents other than properly authenticate those
that you already issued to APC, please go ahead and
do so immediately.
There is no law that you have to issue certified true
copy of the documents to APC in the presence of and
under the supervision of PDP, save that you have
contrived that as a plot to further waste our time and
frustrate our Petition at the Election Tribunal.
Mr. Obijuru, we hereby publicly and once again
request that you do in accordance with Section 77(1)
of the Electoral Act, section 104(1) of the Evidence Act
issue the APC with CERTIFIED TRUE COPY of
documents used for the 2015 General Elections in the
prescribed form.
Dear Mr Obijuru, we also wish to join the PDP to
remind you that it is not only the judgment of history
and God that awaits you, but that the judgement of
the Law may also await you.
We wish to inform you that in addition to delivering
this letter to the Acting Chairman of INEC and the
Head of Legal Department, INEC as did the PDP, we
have also copied and included the Inspector General
of Police, the Registrar/Secretary of the Rivers State
Electoral Tribunal.

Imo State Governor, Rochas Okorocha Thursday,
vowed to stop at nothing in making the party very
strong in the whole of South East.
Speaking during the meeting with leaders and
officials of the All Progressives Congress, APC, in the
state, Okorocha said the APC would not only remain
strong in the state but would be in power in the state
for the next twenty-four years.
The governor equally hinted that the local
government election will be conducted as soon as the
court cases involving the councils are over, adding
that until that is done, his government would
continue to make do with transition committees in
running the councils.
He promised that his government would clear all
outstanding salaries and that the action being taken
to sanitize the system would be sustained, while
workshops would be organized for party officials at
all levels in the state to keep them abreast of what
their role should be in the policy thrust of the
administration.
On the issue of political appointments, the governor
said commissioners would soon be appointed,
assuring that the next four years of his
administration would be worthy of celebration in the
state.
"The Community Government Council [CGC] is to be
re-structured to make it functional and more
effective. We are also going to review the
performances of the party in the booths at all levels
during the last elections.
"A committee will also be set up to look into the
cases or reports of party members or leaders who
erred in one way or the other especially during the
elections. "The party will look into the case of erring
members"
The Deputy Chairman of the party in the state, Hon.
Ugochukwu Nzekwe who spoke to journalists at the
end of the meeting said the party would work in
tandem with the governor and the APC government
in the state to make progress, adding that the party
would sustain the tempo it generated during the
elections.

reports the explosion in Tianjin caused a total of 44
deaths, including 12 fire officers and soldiers;
hospitalized 520 people, including 66 people with
severe injuries.
Fires are still burning and being fought. Hundreds of
soldiers have been brought in for rescue operations
and to combat the blazes.
Today at noon, reporters walked into the heart of the
scene of the explosion. According to correspondent
reports, the scene is very hot, melts your shoes and
has a pungent smell of plastic.
Experts say the blast site does not exclude the
possible presence of cyanide, the skin is not exposed

• Protest shuts down commission
The All Progressives Congress (APC), governorship
candidate in the last elections in Rivers state, Dakuku
Peterside and former Senator Magnus Abe on
Wednesday braved all odds to led other candidates
and leaders of the party in the state to a protest at
the Independent National Electoral Commission in
Abuja.
But the protesting APC leaders who came with a
petition against the non- release of election materials
for their pending cases at the tribunal, got more than
they bargained for as the security operatives opened
tear gas canisters to disperse them.
About 48 candidates who contested for the various
elective offices on the APC platform in the state were
among those that came with Peterside to submit a
protest letter to the Acting chairman of the
commission, Amina Zakari.
The former House of Representatives members that
were in the team , include, Hon. Andrew Uchendu,
Hon. Otelemaba Amachree, Hon. Dawari George,
Hon. Igochukwu Aguma, as well as other former
members of the Rivers state House of Assembly, and
the chairman of APC in Rivers state, Denis Ebiamo
Ikanya.
The protesting party leaders, who stormed the INEC
Headquarters at about 11:15 AM were prevented
from moving close to the gate by a team of mobile
police, and Civil Defence officers who insisted that
they would not be allowed to go beyond the
barricaded areas since there was no prior
information of their visit to the commission.

Four bodies
have been
recovered
from the
wreckage of
the helicopter
that crashed
into the
Lagos
Lagoon on Wednesday afternoon.
Six persons were rescued alive from the crash and rushed to the Lagos State
Teaching Hospital, Ikeja.
Two other persons are said to be missing among the 12 occupants of the ill-
fated helicopter.
The helicopter was said to be on its way from Ikeja, Lagos, before it suddenly
crashed into the swamp behind the Oworonshoki Police Station.
Policemen from the station and residents of the area told our correspondent
that a loud noise was heard from the helicopter as it flew over the area before it
crashed into the lagoon.
The National Emergency Management Agency, the Police, Lagos State
Emergency Management Agency and firefighters are involved in rescue
operation.
Three persons were initially pulled out of the wreckage while one more body
was pulled out a couple of minutes later.
The Lagos State Deputy Governor, Dr. Ranti Adebule, visited the crash site but
said it was too early to guess the cause of the crash.
Meanwhile, security agencies have condoned off the area as residents and
visitors, who heard about the crash immediately swarmed the crash area.
The news of the crash has equally created a heavy traffic gridlock on the Third
Mainland Bridge, which overlooks the site of the crash.

An unidentified helicopter has crashed into the ocean behind Oworonshoki
police station in Lagos State. An eyewitness says the helicopter made a loud
noise before nose-diving into the lagoon at the Third Mainland Bridge.
Channels TV reports that the police and National Emergency Management
Agency officials have begun rescue efforts.

Controversy surrounds dog attack in A'Ibom
A dog has killed a security guard deployed in the
home of the Chief Medical Director, University of Uyo
Teaching Hospital, Prof. Etete Peters, through serious
lethal bites.
The security guard, who has been identified as Mr.
Isong, was said to have been attacked by the dog
while on duty last week.
It was learnt that Isong was not able to access
medical care following the non-payment of salaries
to domestic staff working with the medical director
for five months.
A security guard, who did not want to be named, told
our correspondent in Uyo on Sunday that Isong was
still coping with the dog bite until Sunday morning
when he was found struggling on the ground, with
saliva rushing out of his mouth.
The source said, "We reported the dog bite to the
CMD but he did nothing about it. Isong was quite
helpless because we have not been paid for five
months now. On Sunday morning, he reported to
duty, but when we turned behind the building, we
saw him struggling on the ground with saliva gushing
out of his mouth, we rushed him to the hospital, but
unfortunately he died.
"Life has been generally very hard for some of us
who are working with the CMD. They keep giving very
delicious meals to these wild dogs, but we humans
are denied the opportunity for a comfortable life.
How do you survive when you are being owed by a
man who is not poor?" he asked.
Our correspondent learnt that Isong's clansmen and
family, who are not happy about the death of their
son, blocked all entrances leading to and out of the
UUTH, alleging that the CMD denied them the
opportunity to see their son in the mortuary.
One of the family members, Mr. Ime Ekong, who
spoke with our correspondent, expressed
disappointment over the attitude of a medical
director of a teaching hospital to allow his employee
to die of an ordinary dog bite.
"We wouldn't expect him to personally treat our son,
why did he not at least pay his salaries? The young
man would have been able to take care of himself,"
he said.
But the CMD stated otherwise. He said the news that
one of his employees died as a result of dog bite
some days ago is false.
He noted that there was an incident of a dog biting
one of his security guards three months ago. He
added that the guard was well-treated and taken care of.

Alaibe, ex-senator lead Bayelsa PDP mass defection
to APC
The Peoples Democratic Party in Bayelsa State will on
Saturday witness what has been described as the the
'mother of all defections' in the state, The PUNCH has
reliably learnt.
This is coming barely three months to the
governorship election in the state slated for
December 5.
At the last count, no fewer than 70 heavyweights and
over 500 followers are expected to dump the ruling
party in the state, the PDP, for the new bride in the
state – the All Progressives Congress.
In a list obtained from the arrowhead of the
defection, Chief Alex Ekiotenne, who is a former
Honorary Adviser to Governor Seriake Dickson, on
Sunday, a former Managing Director, Niger Delta
Development Commission and ex-Special Adviser to
President Umaru Yar'Adua, Chief Ndutimi Alaibe;
Senator Heineken Lokpobiri; ex-former Acting
Governors Nestor Binabo and Werinipre Seibarugu,
are leading the pack of defectors to the APC.
Others are former Deputy Governor of Bayelsa
during Timipre Sylva regime, Peremobowei Ebebi;
Senator John Brambaifa, Senator Clever Ikisipo,
Ambassador Emmanuel Otiotio, a former House of
Representatives member, Dr. Stella Dorgu; a former
NDDC chairman, Prof. Tarila Tebepah; and Rear
Admiral FBI Porbeni (retd.).
Also, former Reps members – Christopher Enai,
Warman Ogoriba, Bonus Indiamaowei, Nelson Belief,
Nadu Karibo, former Secretary to the State
Government, Chief Gideon Ekeowe; and former
Deputy Speaker, Fini Angaye, will jump into the APC
ship on Saturday.
Ekiotenne added that former commissioners in the
state, such as Lionel Jonathan-Omo, Chief Alex
Ekiotenne (himself), Charity Vedalago, Sylvanus Abila,
Chief Abeke Ebikake, Chief Diekivie Ikiogha,
Godknows Powell, Capt. Matthew Karim (retd.), Chief
Nathan Egba, Topido Amananagha, Ebitimi Amgbaye,
Frank Oputu, were among the defectors.
He said the defectors also comprised Chief Hings
Dumbo, Selebina Saboh, Prince Abeki, Mrs. Tonye
Apreala, Miebi Biribina (philanthropist), and many
former special advisers and Governor
representatives, among others.
Ekiotenne said the defectors would formally declare
for the APC at a mega rally on Saturday in the state.
He said the defectors would be received by Vice-
President Yemi Osinbajo; National Chairman, APC,
Chief John Odigie-Oyegun; five governors, former
Governor Timipre Sylva and top stalwarts of the
party, including its Chairman, Chief Tiwei
Orunimighe.
Since the PDP conducted the last primary elections
for the state and National Assembly polls in the state,
the ruling party had been torn apart.
When contacted, Alaibe and former Acting Governor,
Binabo, confirmed they were leaving for the APC.
Alaibe said he had made up his mind on leaving the
PDP, vowing that nothing would stop his defection.
"I am leaving for the APC and will formally declare for
the party at the mega rally on Saturday," the ex-NDDC
managing director said.
Binabo, on his part, confirmed that he was leaving
but said he could only speak for himself.
"I am leaving the PDP, that is all. I can't speak any
other person," he noted.

The CUPS organisation recently exposed how the so
called Senate President, Mr. Bukola Saraki, with the
help of his late father defrauded Nigerians billions of
Naira. Both Bukola and his late dad, Olusola abused
their positions as directors at the defunct Societe
Generale Bank (Nigeria) PLC, and carted away
investors' money worth billions of Naira.
Meanwhile Bukola himself also abused his position
as Executive governor of Kwara state between May
2003 and April 2011 and stole billions.
We further exposed how Mr. Bukola bought several
prime properties in London at the same time that the
Societe General Bank (Nigeria) PLC was collapsing
and the people of Kwara state were suffering through
mis-governance.
Despite his colossal accrued wealth, Mr. Bukola is
currently earning a total package of N353,756,988.00
every year in his job as a Senator. This amount will
even go up as he enjoys more perks that go with his
dubious appointment as Senate President.
Meanwhile an average Nigerian on minimum wage
earns N216,000.00 a year! It will take the average
Nigerian earning minimum wage a whopping 1,638
years to earn the annual salary of a Nigerian Senator!
This disparity in wages is a grotesque injustice that
all well meaning Nigerians must fight to stop! Despite
his colossal personal wealth and the millions he
earns a year as a Senator, Mr. Bukola is also engaged
in a disgraceful scheme that is defrauding the people
of Kwara state millions every year. Today we re-visit
the scandal of how on 29/12/2010 Mr. Bukola in
connivance with some corrupt Kwara state House of
Assembly members passed into law, a manifestly
corrupt scheme that guaranteed him a multi-million
pension for life. The pension scheme guarantees him
the following benefits for life:
1. Accommodation: (i) One residential house each
fore the governor and deputy at any location of their
choice in Kwara state; (ii) One residential house in
the federal capital territory of the governor on two
consecutive terms.
2. Annual Vacation: (iii) 30 days annual vacation
outside Nigeria with 30 days estacodes and travel
allowances for the governor.
3. Transport: Travel expenses allowances for the
governor. (a) Three cars for the governor and in
addition one pilot and two backup cars to be
replaced every three years en bloc.
4. Furniture: Payable every two years en bloc.
5. Domestic staff: Cook, steward, gardener and other
domestic staff who shall be pensionable.
6. Medical: Free medical treatment for the governor
and deputy governor and members of their
immediate families.
7. Security: To be provided as listed below: Two SSS
details for the governor and one female officer one
SSS detail for the deputy governor. Eight policemen
(one each for house and personal security) for the
governor. Two policemen (one each for house and
personal security) for the deputy governor.
8. Drivers: Pensionable.
With this kind of Mafia like criminal gangster sitting
as the President of the Senate of the Federal Republic
of Nigeria, we will never be able to fight corruption,
which has since become a cancer that is killing us.
The patriotic efforts made by his Excellency,
President Muhammadu Buhari, to eradicate
corruption once and for all will be systematically
undermined from behind the scenes by people like
Mr. Bukola. Worse still, Mr. Bukola is harbouring a
treacherous ambition to be Nigeria's next head of
state, by whatever means necessary.
If Nigerian's ignore our warnings, this criminal
gangster will not hesitate to use the stolen wealth at
his disposal to achieve this aim. God forbid bad
things, with Mr. Bukola as Nigeria's head of state, we
may witness worse days than we did during the era
of ex-President Goodluck Jonathan.

Former President Goodluck Jonathan met secretly
with President Muhammad Buhari on Thursday
night, with corruption at the center of their
discussion, two Presidency sources have disclosed.

secretly last Thursday
Our sources disclosed that the meeting between
President and the man he unseated in the March 28,
2015 presidential poll lasted from 9-10 pm. Nigerian
time.
Our sources stated that they understood that former
President Jonathan did not seek any explicit
overtures from President Buhari, adding that they
suspect that Mr. Jonathan was at the Presidential
Villa to check Mr. Buhari's temperament regarding
the growing probe of sectors of the former
president's administration.
One source stated that President Buhari and Mr.
Jonathan parted on an "amicable note," with both
men chatting and laughing.
The meeting was kept secret, hidden from the media.
Less than 24 hours after the meeting, former
President Olusegun Obasanjo also requested to meet
with President Buhari. One source revealed that, at a
Friday meeting with President Buhari, Mr. Obasanjo
urged the new president to act boldly and
courageously on corruption. According to the source,
Mr. Obasanjo specifically told the president to be
open to sending former President Jonathan to prison
on account of his involvement in corrupt activities.
Mr. Obasanjo reportedly listed fraudulent selling of
Nigeria's crude oil and the arms import scams as two
areas he would be able to assist Mr. Buhari to nail
former President Jonathan.
Unlike the meeting between President Buhari and his
immediate predecessor, the meeting with Mr.
Obasanjo was in the full glare of the media. However,
neither Mr. Obasanjo nor the president offered an
official account of the subject or substance of their
meeting which was held behind close doors.

Following President Muhammadu Buhari's refusal to
form his cabinet until later in September, some
retired top brass of the military and the police have
reportedly held the president "hostage", making
entreaties for them to be included in the cabinet.
Already, peeved by the lack of readily-available "clean
hands" among the political class, the president is said
to be seriously considering forming his cabinet or
making some crucial appointments from a pool
retired eggheads in the military.
A security source in Abuja had told Sunday Mirror
that many of the names that were earlier slated for
ministerial positions had to be dropped as they failed
security clearance. He specifically mentioned "one
former governor in the southwest" who he said
security operatives discovered that he mismanaged
his state's finances.
Prodded to name some of the retired military top
brass that might be part of the cabinet, the source
declined but said many of them have continued to
pay nocturnal visits to the presidential villa ostensibly
to brighten their chances.
"These are people that he (the president) knows very
well. His experience in the political terrain does not
make him to trust many of these politicians, but the
retired military men are people he has known for
decades.
"While he may be able to leverage on his contacts in
the North to make some appointments, the same
cannot be said of the South where he has little
political contacts. So, don't be surprised when many
of his appointees from the South are people with
military, police or intelligence background", he said.
Sunday Mirror recalls that at the twilight of the
administration of Dr Ade Abolish as Commandant
General of the Nigeria Security and Civil Defence
Corps NSCDC, many serving and retired military men
had also lobbied to be appointed as head of the
asset-safety agency.
Aside their regular visits to the villa, many of them
have been reportedly sighted in Buhari's home state
of Katsina, trying to enlist the support of some
influential traditional rulers in the state.
President Buhari had in a Washington Post article
that coincided with his visit to the US said it would
neither be prudent nor serve the interests of sound
judgment for him to have formed his cabinet
immediately he was inaugurated on May 29.
"When cabinet ministers are appointed in September,
it will be some months after I took the oath of office.
It is worth noting that Obama himself did not have
his full cabinet in place for several months after first
taking office; the United States did not cease to
function in the interim.
"In Nigeria's case, it would neither be prudent nor
serve the interests of sound government to have
made these appointments immediately on my
elevation to the Presidency; instead, Nigeria must
first put new rules of conduct and good governance
in place.
"I cannot stress how important it is to ensure that
this process is carried out correctly, just as it has
been crucial to first install the correct leadership of
the military and security services before we fully take
the fight to Boko Haram", he had written.

Exclusive interview with Olorogun Kenneth Gbagi, a
former deputy minister under ex president Jonathan.
Lawyer, criminologist and former Minister of State
for Education under President Goodluck Jonathan,
Olorogun Kenneth Gbagi, spoke with Sunday
Oguntola on the new administration and where
Jonathan missed the mark. Excerpts:
What's your take on the state of the nation?
I believe that a nation that went down to the level we
got to under the last administration will find it
difficult to get out of it hale and hearty. I believe Dr
Goodluck Jonathan is, in fact, a lucky man that
President Muhammadu Buhari won the election. We
had reached the end of the road under him.
That we had a change of government, itself, had
given us a breather. What the breather means is that
we have a better hope than before. A lot of Nigerians
now expect something as against when we had no
expectation. What we are looking for now is how
President Buhari will get us out of the messy
situation we are in.
They have started arresting some criminals. What we
had in the past were inconclusive arrests and
investigations. We must make people account for
what they did. Our security agencies must arrest
looters. Instead of just taking money from them, we
must take the current arrests to a logical conclusion.
You were part of the Jonathan's years. Are you
dissociating yourself from the failures of that
administration?
I became a minister in that government by a lot of
interferences. For instance, when I refused to be a
minister, no less a person than Theophilus Danjuma
was contacted to prevail on me. I accepted the
appointment and worked for Nigeria. The duty of
Jonathan was to appoint, mine was to work. I did my
work unblemished.
However, there were things in government that went
on while I was there and after I had left that I
dissociate myself from. I'm dissociating myself from
the infractions of the government.
I want Nigerians to know that there are people in this
country who have made money and had wealth
before going into government.
The former president himself said several times that
he didn't know I was that wealthy before I joined his
government.
The point is I'm not directing any attack at anybody
but what I'm saying is that the country was misruled
and if Jonathan was my father or brother, I will say
so. I won't keep quiet when things are bad. You will
recall I told Jonathan two months before the
elections that there was no way he could come back.
Do you think the steps Buhari have taken so far are
taking us back to the right tracks?
As somebody in the business world, I will say that
Buhari himself might not have done something but
the fact that you cannot carry $100,000 to the
president for any favour has put a different
orientation into our heads that it is no longer
business as usual. It is clear that at over 70, Buhari
will never get to a stage where he would have any
other interest at heart than the good of Nigeria.
But some have alleged that 95 percent of his
appointments are from a section of a country where
he comes from. What's your take on that?
There are appointments that the President has to
make under constitutional conditionality but there
are some that are strictly under his prerogative. We
can compare him with other former presidents of
Nigeria and see if he had done anything different.
You cannot appoint a Minister of Niger Delta from
Lagos. It is not possible because the constitution has
taken care of that. But if you talk about some
appointments, it is based on what the President
wants.
For the first time in the nation's history, the president
and the head of the electoral commission are from
the same region. Will this augur well?
I can confirm to you that Amina Zakari will never be
chairperson of INEC. A government's business cannot
be left in a vacuum. When the last chairman was
leaving, somebody necessarily must take over in an
acting capacity. What we have is a transition to a
different government.
In a country where the President is inundated with
many criminals, he has to take his time to appoint the
right person for an important agency as INEC.
But I can assure you that Buhari is too sensible to
make Amina the substantive INEC chairperson no
matter how competent she is. The history of Nigeria
has made it that the President and the INEC chair
always come from different regions. Amina is only
bidding time in INEC. She will go when Buhari finds a
competent person.
What about the appointment of the Department of
State Services (DSS) Director-General, a man from
the President's village, more or less a cousin?
Nigerians must learn to remove pettiness from our
reactions. Given the sensitive nature of this country,
in terms of coups and counter-coups, it has become
a practice to appoint someone you can trust as DSS
chief.
Let me start by saying that Daura is a wonderful and
honest man. He has not been found wanting or
accused of corruption. We have had several
instances of Presidents only entrusting security to
persons they are comfortable with.
The former DG SSS, Sunday Areh, was dismissed for
allegedly plotting a coup. He was a Lt. Col when he
was dismissed from the military. He was brought
back by former President Obasanjo. Areh was like his
son. He became DG DSS.
Lt. General Patrick Azazi was appointed as Director of
Military Intelligence, then National Security Adviser
(NSA) because former President Jonathan believed in
him. Azazi was from Jonathan's region. Every major
appointment in the security forces then were
coordinated by Azazi. That was what the former
President was comfortable with.
The point is that today people feel comfortable with
certain persons. Nigeria has become so distrustful
that you need persons you can trust for certain roles.
So, what is wrong with Daura who left the service
voluntarily because he couldn't cope with the level of
corruption?
So, the President has not done anything wrong by
picking a man who left the service voluntarily. We
have to be careful with many of the things said in the
social media because most of the activists are
sponsored and paid by certain vested interests.
Are you not bothered that Buhari is taking eternity to
form a cabinet?
Let me tell you that because of the level of rottenness
in the polity, you have to be extra careful with some
appointments. I know that Nigerians can be
impatient. We are becoming restless. What Buhari is
going through is as a result of the distrust we have
for our leaders.
Do you agree with Buhari's limiting his probe of past
administrations to Jonathan's government?
Buhari has no business going to probe Obasanjo
regime. It will just be an unnecessary and
irresponsible distraction, because whatever
Obasanjo did, Yar' Adua came, and I can tell you I
worked with Yar' Adua. I was then the Chairman of
the Legal Aid Council of Nigeria and in my meetings
with Yar' Adua he would have probed Obasanjo.
I can tell you that without making mistakes. And
Obasanjo knows himself that Yar' Adua would have
probed him. If Yar' Adua did not probe him,
Jonathan came and did not probe him then that
government is gone and gone.
Whatever Obasanjo did in his government obviously
will have effect on Yar' Adua/Jonathan's government
and if they felt that there was nothing wrong and
nothing to probe that was the business of that
government.
But whatever happened in Jonathan's government
has direct and immediate bearing and consequences
on this government. It is a back- to- back
government. Buhari has a duty to probe Jonathan.
And in any case what is wrong with that? I was a
minister before, what is wrong in probing me? Why is
anybody afraid of Buhari's probe? What is causing
anxiety over the issue of Daura now? Why are they
afraid? If your hands are clean, why are you afraid of
probe? I have properties all over Nigeria and abroad.
I have every cheque that I have received in my life as
a human being. So, why is anybody afraid of probe?
Are you still open to returning to politics?
It destroyed all my businesses. I can play an advisory
role. I can play roles that are not directly opposed to
my successes, my business successes in life. I don't
think I want to be involved. I am too old now. At 53, I
should bow out.
What then happens to the infatuation you have of
ruling Delta, which you are passionate about?
I am still passionate. We have a governor who is my
friend, who we all started the party together. Let us
see him succeed instead of heating up the polity of
Delta State. I am very certain that is what we need to
do right now.
But as God wishes, if He calls you, you cannot reject.
But I am saying that I won't go to anybody; that I have
never done before to submit my CV to beg for
appointment that I want to work for you.
You didn't lobby to be a minister?
Never! I did not. EK Clark was the one who insisted
that I must be a minister. He did everything possible
and I said I will not be. When it became so bad he
spoke to my friend Theophilus Danjuma to persuade
me.
Some persons are of the opinion that you are
attacking Jonathan because he removed you as a
minister?
It is very childish for anybody to make such
statement. Jonathan himself feels guilty that he will
have to leave politics for nothing. We held that
administration and made it work without any
interest. Jonathan has not given me one kobo in my
life; I was the one who spent my personal money and
I am not attacking him.
If you see all my discussions, I have not attacked him.
If I have to do so, I have enough reasons to do so
because I have enough facts to do so but I have not
gotten to that stage yet.

EFCC Foils Plot To Steal Seized $2.1m NHIS Cash
Two persons have made separate attempts to claim
the $2.1m (about N418million) cash seized by the
National Drug Law Enforcement Agency at the
Murtala Muhammed International Airport from the
custody of the Economic and Financial Crimes
Commission.
The NDLEA had on July 3 intercepted the cash which
was being conveyed by a bureau de change operator,
Mr. Ibiteye John Bamidele.
The anti-narcotics agency had suspected the bureau
de change operator of laundering the money.
Following his confession that he was on money
laundering errand allegedly for a former Executive
Secretary of the National Health Insurance Scheme,
Dr. Olufemi Thomas, the NDLEA had on July 8
handed over the suspect and the cash to the EFCC.
Investigations Yesterday reveal that two different
persons have showed up at the Lagos office of the
EFCC to claim the cash.
Information revealed that one of the impostors, a
man, who showed up to claim ownership of the
money, later confessed to EFCC operatives that he
was hired by some persons he didn't name to
retrieve the money from the commission.
His claim was said to have been punctured by the
EFCC team and he was subsequently arrested.
Similarly, a lady was also said to have appeared at
the Lagos office of the EFCC, claiming that she was
the one that gave Bamidele the money.
The lady was said to have made repeated calls to the
supposed owner of the money who failed to fulfil his
promise that he would meet her at the EFCC office.
When she realised that her partner had failed her
with the refusal to appear at the commission. She
was also said to have pleaded for mercy especially
when the operatives confronted her with facts from
Bamidele.
A top officer of the EFCC, who spoke on condition of
anonymity said, "Another thing you must know about
this drama is that the commission has foiled some
attempts to retrieve the money.
"From the time the case was handed over to the
commission on July 8, 2015 to date, two people have
come forward to claim the money.
"A few days after the money was handed over to the
EFCC, a man came to the office to claim the money
but when he was grilled, he contradicted himself. In
fact, he said he was hired by some persons to claim
and retrieve the money from the commission.
"Apart from the man, another woman showed up the
following day to claim that she was the one who gave
Bamidele the money.
"According to her claim, the money was proceeds of
an investment which was liquidated with a bank and
was intended to be used to purchase a property for
the construction of a cardiac centre.
"However, her claim fell through when operatives
confronted her. The bureau de change operator who
was caught with the money did not mention her
name. Then she realised that she wasn't going
anywhere with her lies, she started pleading for
mercy."
Meanwhile, indications emerged Yesterday that
Thomas had been granted administrative bail on
Friday by the EFCC after undergoing interrogation in
relation to the seized $2.1m.
The EFCC had invited the former NHIS boss, the
prime suspect, for interrogation on Friday and
released him after hours of interrogation.
The EFCC operatives, who grilled the ex-NHIS boss in
relation to the ownership of the controversial money,
asked him to report to the Lagos office of the
commission for further investigation whenever he is
needed.
No date was fixed for the next session with the
commission.
Another senior officer of the EFCC, who also spoke on
condition of anonymity, said, "The case involving the
seized $2.1 million is still pending. The man was
interrogated on Friday but released to go on what we
call administrative bail.
"Since the case is a Lagos case, he is expected to be
reporting to the commission's office in Lagos
whenever he is needed."
Prior to Thomas' interrogation, the EFCC had given
the indication that it could declare him wanted after
weeks of searching for him.

Buhari stops multiple accounts by
ministries, agencies

President Muhammadu Buhari on Sunday
ordered all ministries, agencies and
departments of government to immediately
put a stop to the current arrangement in
which they operate multiple bank accounts
for the purpose of keeping revenues and
incomes.
He said henceforth, agencies of
government must start paying revenues,
incomes and other receipts into what he
called a Treasury Single Account domiciled
with the Central Bank of Nigeria.
The directive was contained in a statement
made available to journalists by the Senior
Special Assistant to the Vice President on
Media and Publicity, Mr. Laolu Akande.
Akande explained that the President's
directive was meant to promote
transparency and facilitate compliance with
Sections 80 and 162 of the 1999
Constitution.
"Henceforth, all receipts due to the Federal
Government or any of its agencies must be
paid into TSA or designated accounts
maintained and operated in the Central
Bank of Nigeria, except otherwise expressly
approved," the statement said.
Akande further explained that the
presidential directive would end the
previous public accounting situation of
several fragmented accounts for
government revenues, incomes and
receipts.
He said the existing system had been
leading to loss or leakages of legitimate
income meant for the Federation Account.
He added that the directive applied to fully
funded organs of government like
ministries, departments, agencies and
foreign missions, as well as the partially-
funded ones like teaching hospitals,
medical centres and federal tertiary
institutions among others.
"Agencies like the CBN, SEC, CAC, NPA, NCC,
FAAN, NCAA, NIMASA, NDIC, NSC, NNPC, FIRS,
NCS, MMSD, DPR are also affected.
"For any agency that is fully or partially self-
funding, sub-accounts linked to TSA are to
be maintained at CBN and the accounting
system will be configured to allow them
access to funds based on their approved
budgetary provisions," he further
explained.
A TSA, according to Akande, is a unified
structure of government bank accounts
enabling consolidation and optimal
utilisation of government cash resources.
He further described it as a bank account
or a set of linked bank accounts through
which the government transacts all its
receipts and payments and gets a
consolidated view of its cash position at
any given time.
Buhari had, during the inaugural meeting
of the Vice President Yemi Osinbajo-led
National Economic Council on June 29,
promised state governors that all revenues
prescribed for lodgement into the
Federation Account would be treated as
such under his watch.
He had also promised to ensure strict
compliance with all relevant laws on
accounting, allocation and disbursement.
Since then, the Presidency was said to have
been working with relevant agencies of the
government to evolve this policy directive.

DAVID MARK TO APPEAR BEFORE COURT THIS
MONDAY...
Former Senate President, David Mark may be
appearing before an Election Petition Tribunal, in
person, this week.
The National Assembly Tribunal sitting in the case of
Daniel Onjeh against Mark will resume hearing of the
petition on Monday, August 10, 2015.
At the adjournment of the last sitting, the Tribunal
granted Onjeh the leave to tender his last document
in the court to enable him close his case same day
his opponent would resume defence.
Sen. Mark, who's is the first respondent to Onjeh's
petition, is expected to personally appear in court to
adopt his deposition in order to give life to same.
Onjeh had earlier dragged Mark to court over the
outcome of the March 28 national assembly election
in Benue South Senatorial District, which he claimed
was allegedly marred with irregularities.

CBN puts nationwide cashless policy roll out on hold

The Central Bank of Nigeria (CBN) in agreement with
the Bankers Committee on Friday put on hold the roll
out of cashless policy exercise nationwide.
This is against the background of the plan to embark
on infra structural development in other states such
that when it is rolled out, it will be without challenge
to customers and to the banking public generally.
Currently cashless Nigeria is running in five States
plus the federal capital territory. The states are
Lagos, Ogun, Anambra, Rivers and Kano plus Abuja.
"Apart from cash the banking sector has invested a
lot of money in building infrastructure to enhance
safe transactions on e-payment platform. For
instance we have the mobile payment and it is
working efficiently within and outside the country. We
encourage all the customers to migrate a whole lot of
their transactions to these platform because it
guarantees safety of money", Segun Oloketuyi,
managing director/CEO Wema Bank plc said while
addressing the media after the Bankers Committee
meeting held in Lagos.
Others who addressed the media after the meeting
include Segun Agbaje, managing director/CEO
Guarantee Trust Bank plc, Mary Akpobema,
managing director, Enterprise Bank limited, and
Ibrahim, Mu'azu, director, corporate communication,
CBN.
Agbaje who addressed the issue on domiciliary
account as discussed by the committee said the
operation of domiciliary account still remain very the
same where a customer have vested access to his
money.
"It means you can transfers money to and out of your
domiciliary account without any restrictions. The only
thing that is changed on domiciliary account is
payment of cash dollar into your domiciliary account,
every other thing remains the same in terms of
operation of domiciliary account", he said.
The committee also discussed issues bothering on
delinquent debtors saying they have been receiving
responses as they expect. They also agreed to follow
up with sanctions to be meted on the directors of the
firms that are published as delinquent debtors.
Tokunbo Martins, director, banking supervision, who
was represented by Kolawole Balogun of CBN said
the publication is not at the instance of the Central
bank but at the instance of the bankers committee.
"Members agree that one way of ensuring delinquent
loans are reduced in the financial system is to
embark on name and shame strategy. It does not end
there; there are sanctions that we are going to follow
up on the directors of the companies owing this debt.
These are market sanctions to ensure that their
outstanding obligations are reduced", he said.

the President, Mrs. Aisha Buhari, has been operating
from the Office of the First Lady located inside the

Ahead of the March 28 presidential election, Buhari,
who was the candidate of the All Progressives
Congress, had promised that he would not have an
office for the First Lady should he emerge victorious
at the election.
"The Office of the First Lady is not in the constitution,
so there's no official role for them," Buhari had said.
As the campaigns progressed however, Mrs. Buhari
joined the APC team.
That made observers doubt whether the President
would be able to walk his talk.
Since her husband's assumption of office, Mrs.
Buhari has dropped the title of "First Lady" used by
her predecessors, including Mrs. Patience Jonathan.
She adopted the title of "Wife of the President."
Investigations by our correspondent have, however,
showed that apart from the nomenclature, nothing
significant has changed.
Mrs. Buhari and her handlers operate from the First
Lady's office used by her predecessors, it was learnt.
The office is located beside the official residence of
the President.
Her office, like it was under her predecessors,
houses her staff members, including personal aides,
security details and protocol officials, among others.
She has so far organised events similar to the ones
that were not in short supply under her immediate
predecessor, Mrs. Jonathan.
The first event organised by Mrs. Buhari was an
elaborate "thank you dinner" she organised in
honour of APC women and youths for supporting her
husband's election.
The President's wife, during the recently concluded
Ramadan, also broke her fast with some women
leaders and the less privileged.
Recently, the Office of the Wife of the President, in
conjunction with a United Kingdom-based private
firm, organised a seminar on protocol, etiquette and
security for wives of state governors.
At that event, the President's wife charged the wives
of the state governors to come up with laudable
programmes to complement their husbands' efforts.
At the conclusion of Ramadan, Mrs. Buhari also

All these events were held inside the Banquet Hall of
the Presidential Villa, Abuja, with glamour.
Apart from these, the President's wife, represented
by some individuals, had donated either cash or
relief items to internally displaced persons and other
groups in parts of the country.
Our correspondent also learnt that she is at the verge
of initiating a pet project, a platform that will be used
to meet specific needs.
That has also been the style of previous First Ladies.
The Director of Media in the Office of the Wife of the
President, Zakari Yau Nadabo, confirmed to our
correspondent on Thursday that arrangements were
ongoing for a pet project for Mrs. Buhari.
Nadabo said the first step was to identify the area
where the President's wife is interested in making
intervention.
He said, "It is not about initiating a pet project alone.
The first step is to identify the area. The plan is
already in the pipeline. Issues are just beginning to
take shape.
"We do not want to rush. We want to take our time to
do a careful analysis so that we can intervene in
critical areas."

Babangida's regime, narrates, among other things,
how he led other officers to pick up current president
Muhammadu Bahuri from Dodan Barracks in Lagos
where he was as military head of state.
What have you been doing after your retirement
from military service?
If you may recall, I retired from the military in 1993.
Since then life has been very challenging. I won't say
it has been very bad, but manageable. I was
opportuned in 1986 to be appointed as chairman of
Nigeria Football Association (NFA) and I became
President, West Africa Football Union (WAFU). I was
also a member of CAF, FIFA and the rest of them. You
know I am a lover of football. Well, sports generally
but football in particular. Up till now I am a
stakeholder in football affairs, because I cherish it. I
follow football with passion. I always contribute my
quota in many ways.
Life in military service or retirement, which area do
you cherish?
It depends. When I was in service, I was very young.
For me to say it was not enjoyable, is an
understatement, because it was a very interesting,
exciting experience being in the military and don't
forget, I did a short service course in the Nigerian
Defence Academy (NDA), so I was commissioned in
1969 and matched to the war front, because at that
time, there was dire need of officers. So we did a
crash programme. What regular officers were doing
in three or four years, we did in four months. We did
not have anytime of ours. It was a massive training,
but very interesting. We were happy that we passed
and most of us were interested in serving in the
military.
But on the other hand, if you compare it with
retirement especially for a military officer, they are
two distinct lives. When I was in the military, I held
many posts and after that, you retire. It is not easy
for you to blend with the civil life. In the military
when you are given an assignment or give an
assignment, you are expected to perfectly complete
or adhere to it. In fact, the subordinate in carrying
out that assignment, would be worried whether it
would be done to the satisfaction of his boss. But on
the other hand, with due respect, some civilians do
things the way they want, when they want it, how they
want it and so on. And even where you push them to
do it, you would see that there is some lackadaisical
attitude. I am not saying that everybody is like that
but some people do that and that can never happen
in the military. And that is the beauty of it and that is
why if some people leave the military, they are not
able to adjust.
You had some time in politics. Now are you still in
politics?
I am still participating in politics, but not too active.
At some point you contested for the governorship of
Katsina State but you kept out of this year's election.
Why?
I ventured into politics because today that is the
norm. I like politics. In my state I am a kingmaker. In
the federal government also I am in the higher
echelon. Initially, I was in the PDP in 1999, then in
2003 I was in the UNCP. Before the governorship
elections I withdrew and supported ANPP then. At
that time, I even supported General Muhammadu
Buhari and that was how I was even arrested at one
time and was in Abuja, although the following
morning, I was released. It was on the allegation that
I went to a local government area and stole ballot
boxes and burnt the entire local government.
Anyway, I drove myself to Abuja with the boxes I
carried that they were trying to thumb-print and I
stopped that and I carried some boxes as exhibit to
the headquarters.
The ANPP with other parties transmuted into the All
Progressives Congress (APC). Why didn't you join the
APC?
I had personal grudge. It was not because I did not
like my party. But later I went back to my party. That
was a short-lived thing. Immediately after that, I
returned to the PDP after the elections. People say it
was because I was scared. It was not so. People
always feel that you should be scared. I believe under
democratic setting, you should not be afraid of
anything. The system protects you. It is not a military
administration so I am not scared of anything.
Are you saying this because you have a military
background?
I know I am a very courageous individual but the
issue is I know my rights. Once you know your rights
I think half of the battle is won. I have not stolen
money. I have not done anything wrong against any
government. I am not a saboteur. It's not because I
have a military background. I know my rights.
Nobody can just say you should be arrested. There
must be something for somebody to initiate that
arrest.
You were governor of old Borno State, now faced
with the problem of insurgency. What is your take on
the whole situation?
Unfortunately in most cases in Nigeria today, we
always allow bad things to develop from weakness to
strength. Well, to me, it was supposed to be arrested
right from the onset. For you to allow it to develop
further, then you will find it difficult to contain it.
That's what has caused our problem today. There is a
lot of laxity pertaining to the way the whole situation
was handled. We discovered that there were
complaints about the military being ill-equipped, ill-
motivated, who were not very much supported or
leadership that lacked focus. All these put together
really cause a lot of problems in terms of objectives
of winning any war, whether it is real conventional
war or war on terrorism. You see, you must identify
the problem clearly and you must set objectives and
also the ways and means of how to achieve that
objective with the aim of completely destroying Boko
Haram. But, the government and the military didn't
have a clear cut idea of how to go about it. They
didn't even define the enemy properly. They didn't
even know the intention of the enemy. They just took
them for granted and I know by our training in the
military you don't underrate anybody or any
opponent. An enemy is an enemy because if you
underrate an enemy, then he can cause a lot of havoc
before you realize it. That is the situation we found
ourselves. In the course of my military training, I
never heard anything like 'when you are killed'. It is
said, 'when you kill' because 'when you are killed' is
demoralizing.
Having been a governor in the old Borno State, what
efforts did you make to help mitigate the problem
there?
While I was there, there were a lot of problems in
terms of security. There were a lot of security
challenges in Borno and Yobe and I took it head-long.
There was the proliferation of arms and
ammunitions from the political upheavals in Chad
that caused a lot of security challenges for my
administration in Borno at that time. With all the
security agencies in the state, we came out with an
idea of operating not in a normal way but we had to
adopt an unorthodox method, whereby I ordered the
purchase of two buses used by security personnel in
civil dress and unarmed. That is how we were able to
check the insecurity. They would think that they were
ordinary people and we arrested many of them,
sometimes we killed some. And from there, we had a
lot of information until we checked the criminals and
that was how we eliminated them right from the
beginning.
Would you link the insurgency now to the events of
that time?
The magnitude now is different and the Boko Haram
is beyond local insurgency because al-Qaeda and ISIS
are being alleged to be involved or supporting Boko
Haram in Nigeria and you can't imagine, they are
using armoured vehicles, heavy machine-guns and
sometimes helicopter. So it is not a child's play. I'm
happy that they have taken full military operation to
bring to an end the problem of insurgency in the
Northeast. I recall that in early 1993, during
Babangida's administration, National Guard was
established and I was the pioneer commander. When
it was established, Abacha was vehemently against it,
because the military, the police and other security
agencies saw it as a rival organisation. The military
and politicians were not comfortable. Some say
Babangida established the unit to enhance his stay in
power but that was not the idea. Before it was
established, I went to seven countries that
established similar outfits. When I came back, we
even started sending people for training, suddenly it
was abolished. Believe me if that outfit was allowed
to thrive, armed robberies, kidnappings and all these
would not be, because we could have curtailed them
from the onset. We could have had the intelligence to
discover all these things. That was our mandate. No
security outfit had that kind of mandate and our
training was geared towards that. The essence at that
time was to establish it as a fighting force as well, so
that if there was any attack on Nigeria, it would be
the National Guard who would take the first shot to
stand the enemy. If it gets to the point that they
cannot cope, then the military comes in. I am talking
of an attack against the country. Now, the Nigerian
Security and Civil Defence Corps, with due respect, I
don't even know the role they are playing in the
country. If you have an outfit like that, that outfit
should be able to get some amount of military
training. But I really don't know what they are doing.
Are they doing police work, road safety work or
whatever? For me, that outfit should take the role of
the National Guard to take care of the things I have
enumerated. The Nigerian Security and Civil Defence
Corps should be a stronger outfit. I would pray and
beg that our president should look into that with a
view to making them a very strong outfit that can
perform certain functions. Now, the military is
mounting road blocks and the rest. The respect and
the fear the military earned is gone now.
The last Chief of Defence Staff said some of the
problems he faced were the lack of well-equipped
military to tackle the insurgency. Do you think he
should be taken seriously?
Yes! Because you see at that level especially in the
military, you have to be loyal to the government. I am
sure he made his point before the authority. He must
have made all efforts, probably something was not
done.
So are you saying in essence that the last
administration was negligent in dealing with the
situation?
They took a lot of things for granted. They never knew
it was going to blow out of proportion to this extent.
But as far as I am concerned, the military did well,
the way they started with limited weapons and even
training. You see to fight terrorism is very difficult. It
is even easier to fight conventional war than to fight
terrorism. The insurgents would be in civil dress, be
with the population and you won't know and even
people protecting them without you knowing that
they are your enemies. So, it's a very difficult thing. If
the military had wanted to apply maximum force,
they would have done it, but at what cost? They
would have killed a lot of innocent civilians and
Nigerians would complain and if you do it to save
lives and property they would still complain. It is a
double edge sword and it depends on your real
calculation, how you really plan your own operation.
But whichever way, you stand to be accused of killing
innocent people and there is no war that can be
fought without killing innocent people. But to what
extent is what matters.
At a point in your military career, you were asked to
arrest your superior officer, former head of state,
General Muhammadu Buhari, the present president.
During the IBB coup you were asked to arrest him
and you did. What happened and how do you relate
with each other now?
I must confess that I led that operation. I went to
Dodan Barracks that time in company of two other
officers - then Major John Madaki and Lawan
Gwadabe. Three of us went, but specifically I was the
one that went upstairs to bring Buhari. With due
respect, I have been reading in the papers and
listening to radio, people saying that we manhandled
him, we disrespected him. That was not true. I and
General Buhari are the only two who knew what
transpired upstairs and there was nothing like that.
We gave him his absolute respect as a superior,
because even before that time, we had absolute
respect for him, because of whom and what he was.
We respected him a lot till today and there is no
animosity between us and he knew it was a military
assignment that we were carrying out from our
superior. He even told me at one time. So for us, it is
just like the other way round of when he came to
power during the anti-Shagari coup. I was among
those who played a major role in getting him to
power. So, he knew the role I played. And even
Buhari knew in 2003, I was arrested because of him.
That time, I supported him. I worked for him at that
time, without even him knowing anyway, but he later
knew.You see, once you believe in somebody and you
know he has the capability, you can do anything for
him without even him knowing.
But, is it true that you handcuffed Buhari?
It is a blatant lie. In an operation of that nature, we
don't carry handcuffs. I did not salute him because
according to military tradition and norms when the
flag is lowered, you can only pay compliments the
way you deem fit, not salutation. We met at 2 a.m.
and at that time, we don't salute because the flag is
down, until 6 am again when the flag is up. To
insinuate that he was handcuffed, that is far from the
truth. We only accorded him all the respects he
deserved. I still hold him in very high esteem.
But why you are not with him in the same party?
I left the PDP, which was on a personal ground. I am
in the APC. I have been in APC for long. I and Buhari
met in Katsina before our governorship election.
There was a time you were in PDM?
I have never been in the PDM. But at the early stage
of PDM, when General Musa Yar'Adua established it,
I was a member, including Tony Anenih and others.
That was what metamorphosed into the PDP at that
stage, yes; but not the PDM as a party.
People have expressed worry in some quarters that
President Buhari is slow. What is your assessment of
his administration so far?
To be slow and calculative is a strategy. I don't know
what he might have met. Now, he is in a position to
know how he would govern the country. First of all,
he has to align all the dismantled areas. He has to put
them right because he can't just start doing things
blindly. So, I have no complaint about that, I don't
have any worry about it, they should allow him to do
things at his own pace and to do what he deems fit,
because he is the person on the ground. He is the
one who knows the situation better than any other
person. Besides, we know Buhari is a very sincere
person, a honest, incorruptible person. My advice
here is that, like any other person has been saying,
he should also look for people who are honest, who
are sincere, who love this country and who are ready
to work. He knows them but it is very difficult to get
people like him because most Nigerians are corrupt.
He should know how to pick his team. If he gets the
right team, you would discover that he would do little
and everything would fit in. The government should
pick people even if the president is doing something
wrong, they should be able to tell him. But today, you
discover that a lot of people because they are
corrupt, they see leaders making mistakes, they
would not draw their attention to that, because they
are scared that they would be removed. We don't
want 'yes sir ministers.'
What is your general assessment of the state of the
nation?
For me, I am a Nigerian, I believe in Nigeria, I love
Nigerian and love Nigerians irrespective of who they
are, their religions, tribes or faith and I want
Nigerians to stop discriminating against one another
because we are talking about Nigeria and where is
the strength if there is no unity? When we say unity,
we must avoid being a northerner, a southerner.
Today Nigeria is being supported, respected from the
outside world because of our number. Today, it is not
because of our oil or economic potential that we are
being recognized and respected, it is that number
particularly. That number alone is why some people
don't joke with Nigeria. So we should harness that
advangate into strength by being each other's keeper

A member of the Board of Trustees of the Peoples
Democratic Party (PDP), Chief Ebenezer Babatope,
yesterday, in Benin City, declared that the zoning
arrangement of the party, jettisoned after the death
of President Umaru Yar'Adua, led to the defeat of the
party in the last presidential election.
He said, therefore, that for the PDP to stand a chance
in regaining the presidency in 2019, the party may
have to pick its presidential candidate from the
North, adding that, apart from impunity and
arbitrariness, imposition, allegedly exhibited by the
PDP "bureaucracy ahead of the elections, the PDP did
not resolve the agitation by northern leaders that the
presidency should be ceded to the area due to the
sudden death of Yar'Adua until the problem
consumed the party and made way for the defeat in
the 2015 presidential election".
Babatope, who urged the PDP to imbibe internal
democracy and allow the younger generation to take
over the leadership, said, however, that the
insinuation that President Muhammadu Buhari may
not run in 2019 due to his age " may become a major
problem that may trigger a dangerous split in the
party's arrangement for 2019, and therefore we must
be ready for 2019″.
The PDP leader spoke, yesterday, while delivering a
lecture entitled: "Nigeria's 16 Years of Democratic
Experiment-Which Way Forward?, organized by Edo
State New Dawn, a group under the PDP in the state.
The event was attended by members of the party
mainly from Edo South, led by the leader of the
group and former Chief Whip of the Senate, Senator
Rowland Owie; High Chief Raymond Dokpesi,
chairman of the occasion; Dr Isimeme and Chief
Samson Esemuede. Others are PDP governorship
aspirant, Chief Solomon Edebiri; Hon.Ifaluyi Isibor
and many others.
"Facts remain, however, that we (party elders) made
mistakes in the preparations of our party for the
elections. For example, it was wrong for our party's
Board of Trustees not have met when we were
engulfed with the party campaigns for the elections.
Our party played into the waiting hands of the
opposition with this kind of situation,"Babatope
stated.
"Any of the political parties in Nigeria that attempts
to bring impunity to our system or that attempts to
push off the effective voice of the people in the
determination of its presidential candidate will kiss
the political dust and sentence itself to total failure
and collapse".
In his welcome address, the leader of the New Dawn,
Owie, said: "We are asking the 8th National Assembly
to urgently commence the amendment of the
Constitution which they have done twice to give
autonomy to local government councils but
unfortunately some House of Assembly that are
rubber stamp turned it down because if you don't
have autonomy of the local government, Nigeria can't
develop the rural area.
"In the next line of amendment, any House of
Assembly in Nigeria that votes against autonomy of
the local government, the Nigeria Labour Congress,
the ALGON, the market women and men should take
possession of the Assembly, they wouldn't sit until
they support the autonomy of local government
because enough is enough of destroying that arm".
On his part, Dokpesi, who explained that the New
Dawn in Edo was meant to rebuild the PDP
collectively, said members were determined to
"reconstruct this party and bring it back to power in
Edo in 2016 and at the federal level in 2019".

delegation to the United States during a just-
concluded official visit. After the visit, the Imo state
governor speaks with ABIODUN OLUWAROTIMI in
Washington, DC on the gains the visit will bring to
Nigeria. He also speaks on his government in Imo
state, the crisism in the All Progressive Congress as
well as the prosecution of his predecessor, Mr. Ikedi
Ohakim, among other issues.
How will you describe President Mohammadu
Buhari's just-concluded visit to the United States?
The visit was very important and we believe this will
open a new door. Doors of opportunities for Nigeria.
We believe that the visit will reaffirm a solid
economic ties between the United States and Nigeria.
The visit has come a long way to prove that America
and Nigeria will work together for the benefit of both
parties. This is time for Nigeria and the entire Africa
to begin to realize the good things that the person of
President Buhari has attracted. And we believe that if
we utilize these golden opportunities, then Nigeria
will begin to witness great developments. As a matter
of fact, Buhari has reconnected Nigeria to the world,
and if you remember very well, our country was
disconnected from the international community
under the last administration of Dr. Goodluck
Jonathan. Okorocha--Buhari
As a major stakeholder in your party, APC, what is
your take over the crisis rocking the party?
You see, what we have there is not a crisis. It is just a
disagreement here and there. It is the attempt of our
party to introduce what is called proper democracy
and the decision of some minority to work against
the idea of the party is what is causing this problem.
As a party, what you are seeing there is not a crisis, it
is just a miscalculation and we are trying to rectified
that.
Coming back to your state, Imo, how will you say the
state has changed under your administration?
Yes, all the things that we have achieved in Imo state
today is about passion and vision. It takes a leader
with passion and vision to move any state like Imo
forward if we have to consider how the past
government of Ikedi Ohakim had bastardized the
place. If you are determined to do something, then
you will succeed. I always work in Imo state to ensure
a good living status for our people. I work hard in the
state as if my life depends on it, and that is what
every good leader should do. As far as i am
concerned, i do all that i can to meet up with my
campaign promises and obligations as a governor.
We have been able to carry out projects that our
government needs to succeed. We are discipline, we
plan and we also sacrifice, and all these have moved
the state forward. We have done everything to ensure
that those who voted us to power have reasons to
smile.
Your predecessor, Mr. Ikedi Ohakim was recently
arrested by the Economic and Financial Crimes
Commission (EFCC), prosecuted and granted bail by
the court but, he is alleging witch-hunting by your
administration. How will you react to that?
That is not true because i am not part of it, and we
have not taken any report against Ohakim to the
EFCC. Anyway, we cannot deny the fact that multiple
corruptions took place in Imo state during his time as
governor but, i have not reported or taken him to
anyone. The EFCC men are just doing their job as
allowed in our constitution. My government is too
busy with taking good governance to the door step of
every one in Imo state so i do not have the time to
ask the EFCC to go and catch any criminal or
whatever. The EFCC has the right to do its job and if
he is found guilty, let him face the music. But let me
make it clear to the whole world once again that i
have no hands in what is happening to Ohakim
presently. Several monies were stolen under his
administration and the EFCC has the right to invite
him for questioning.
Can you let us into the plans of your administration
in its second term sir?
Yes, for the first four years, i embarked on what is
called social infrastructure. We built well over 250
schools and several general hospitals. We did so
many infrastructures that can make us to be called a
proper state in the country. We also embarked on
projects that developed the lives of ordinary Imo
people. The only thing we could not cover in the first
instance was the issue of job creation. During the last
four years, we were able to engaged about 25, 000
youth in our Youth Empowerment Scheme but, this
time around, we are going to build industries, create
jobs so that everybody will be kept busy. In fact, the
moment we take off, it will become an offense if you
are seen on the street walking during the time that
you are supposed to be at work.

During your first term, you forfeited your security
vote. Do you still wish to do the same in your second
term?
Yes, it is a continuous process because i believe that
sacrifices must be made to people that you govern,
also in the place of leadership. The security vote to
my understanding is just an illegal legitimate fund
which is provided for a governor to spend at will
without any accountability under the cover of
security. It is illegitimate because it is not
questionable by law so it is left to you to make that
sacrifice as a good leader. The security vote can be
utilized on free education and other things, and that
is what we are doing in Imo state now. As a governor,
you must always know that there will be no time for
people to commit crimes if they have good jobs.
There will no room for crime if they have good
welfare.
